The time of year when the powers of Ice are at their most potent is the Winter
Solstice; Midwinter. While the power of pitiful Druids waxes and wanes with the
seasons and even the weather, not so an Elemental Mage. Instead of hoping for
the vagaries of clouds or being limited by the seasons, an Elemental Mage will
simply reach out to the Elemental Plane of Water, and channel what he needs,
via the Negative Material Plane to freeze it. Thus this spell creates a raging
storm of blinding snow and razor sharp ice shards that lacerate and
disorientate any enemies that are foolish enough to be present. As well as
damage this has the effect of slowing their attack speed dramatically for 6
seconds after the storm hits!
