Rary's Mnemomic Enhancer is a spell that does nothing on its own, but instead
improves the other spells cast by the Mage. The spell clears the casters mind
and allows them to focus on their other spells for its duration, increasing
their effectiveness. The net result of this is that all Warmage spells that
deal direct damage will have their potency increased by 25%.

The spell seems to lose effectiveness at higher levels - as the casters level
rises above 15 the spells effectiveness drops by 1% per level. However, as
higher level spells do dramatically more damage, the Enhancer continues to
provide a significant boost in damage for a low cost.
